Dear Dr. Murley:

This letter is in response to NRC Bulletin 88-05 on non-conforming piping materials supplied by two New Jersey companies, Piping Supplies Inc. (PSI) of Folsom, N.J.

and West Jersey Manufacturing Company (WJM) at Williamstown, N.J.

A review was initiated to identify safety-related purchase orders and receipt inspection packages for the period 1976 through June 1988.

The review involved determining whether any piping material, flanges or fittings (later amended to include only flanges and fittings per Supplement No.

1 to NRC Bulletin 88-05) were supplied by PSI or WJM.

As a result of the review so far, we find that we have not placed purchase orders directly with PSI or WJM.

However, three purchase orders to Consolidated Power Supply Company and Radnor Alloys, Inc. were identified that indicated materials were received from PSI.

A total of 68; flanges were received against these purchase orders.

There are a total of 58 flanges "on hold" in storage and ten flanges installed.

These quantities have been verified against the receivables of the three purchase orders.

All ten flanges are installed in non-safety related systems.

Field testing of the 58 flanges in the store room was performed and the hardness test results were found to be acceptable based on the NUMARC criterion for field test results.

These test results were transmitted to NUMARC/Bechtel for their material survey.

E. Murley AEP:NRC:1066 the meantime, we received Supplement 2 to Bulletin 88-05 dated August 3,"1988, that temporarily suspended the investigation activities.

Subsequently, on August 23,

1988, we were notified by a consultant to the former owner of Guyon Alloys, Inc. that he had identified two purchase orders by which they supplied WJM materials to Cook Nuclear Plant.

We continued our search of safety-related procurement records for "only Guyon and Radnor Alloys, Inc. and confirmed the two aforementioned purchase orders.

We also identified one additional purchase order issued to Guyon in which flanges were supplied by WJM and one additional purchase order issued to Radnor Alloys, Inc. in which flanges were supplied by PSI.

These four orders were for a total of 29 flanges.

Three of the 29 flanges have been installed in safety-related

systems, as noted below, and the remaining 26 are in the store

, room and tagged-out "on hold" as non-usable.

1)

One 16-inch flange on essential service water from Uni.t 1 west component cooling water heat exchanger; rating 150 lb.; material spec A105 2)

Two 4-inch blind flanges on Unit 2 west containment spray heat exchanger side shell (ESW) inspection ports/chemical cleaning connections; rating 150 lb.; material spec SA-105.

We have performed field hardness testing of the three installed flanges by the Equotip method.

All three flanges produced acceptable hardness test results per the NUMARC screening limit.

Therefore, we have judged that these flanges are acceptable for continued service.
