Columbus, OH 43216 Gentlemen:

The abbreviated site access training program which you have implemented over the past several years for NRC inspection personnel who completed Region III training in the generic aspects of radiation safety, physical security, and emergency response has been very effective in improving the initial time for Region III inspectors to obtain access at your site(s).

We appreciate the cooperation of your utility in assuring this timely access.

Since the program was initially implemented, however, visits by non-Region III NRC personnel and NRC contractors have increased significantly.

These personnel do not normally complete the Region III training.

However, a similar training program has been developed and implemented on an interim basis by the NRC headquarters office through Oak Ridge Associated Universities (ORAU).

We anticipate that a program very similar to the NRC headquarters/ORAU program will be implemented on an NRC-wide basis, superseding the current Region III training.

In the interim, until this NRC-wide training program is established, the Region III training program will continue to function as it has in the

past, and non-Region III NRC employees and NRC contractors will be trained by one of the following methods:

(1)

NRC headquarters office training, (2) training in one of the NRC regional offices, or (3) training at a power reactor licensee.

Acceptable completion of non-Region III training will be certified by an appropriate NRC official (Branch Chief or above).

This certification will be forwarded to you by the Region III office.

As is the case with the current Region III training program, NRC considers that training provided by any of these other sources is sufficient to relieve licensees of the generic portion

'of training required by 10 CFR 19.12.

Accordingly, you should limit further training for those individuals so identified, to a short orientation on the site-specific aspects of radiation safety, emergency

response, security and personal
safety, as appropriate.

We anticipate this, orientation, combined with other entry requirements (including security badging and whole body counting), should be completed onsite within approximately one hour.
