Dear Mr. Dolan:

By letter dated October 31, 1986, the Indiana and Michigan Electric Company (IMEC) requested code relfef for testing of certain valves fn the Residual Heat Removal (RHR) systems of the Donald C.

Cook Nuclear Plant, Unit ltos.

1 and 2.

This relief was required for Four valves fn which quarterly testing fn an unanalyzed test configuration or outside the constraints of time limits of the Technical Specifications would have been necessary and impractical.

We understand that analyses are being pursued for the test configurations and/or test alternatfves wil'. be considered by IMEC.

We c ~nsider the testing of these and similar valves to be an important part of the Inservice Testing Program.

The IMEC request for permanent relfef for test.ing of these valves is considered oremature fn light of the test configuration analyses underway For D.C.

Conk, therefore, our consideration at this time is limited to temporary relief of'uarterly testing until the next scheduled refueling outage.

We have completed our review and the Safety Evaluation is enclosed.

In accordance with Technical Specification 4.0.5, written relfef may be granted by the COIIefssfon pursuant to 10 CFR 50.55a(g)(6)(f),

Our review has determined that the code requirements for the specified systems are fmoractfcal and the granting of the relief fs authorized by law and will not endanger life or property or the coIImon defense and security and fs otherwise fn the public

interest, Giving due consfderatfon to the burden upon the licensee that could result if the requirements were imposed on the Facility.

Therefore, the RHR valves designated IM0-330, IM0-331, IM0-340, and IMO-350 will be tested at the next refueling outaae or intervening outage of sufficient duration when the plant is in a condition for tests to be performed.

These valves are detailed in the October 31, 1986 IMEC letter and the enclosure.

The temporary relief is granted.
