period April 1,

1984 through September

30, 1985.

In accordance

with NRC policy, I have reviewed the

SALP Board assessment

and

concur with their ratings.

It is my view that the

Company

s conduct of

nuclear activities in connection with the

D.

C,

Cook facility was acceptable,

but that regulatory performance

had declined

and requires

prompt management

attention to preclude

an adverse

impact on plant safety.

Performance

in three

functional areas

(Surveillance,

Security,

and guality Programs)

received

a

Category

3 rating.

Moreover, the Category

3 rating in the quality Programs

area

marks the second

consecutive

such rating for this area.

These ratings,

and the fact that four functional areas

reflected

a declining performance

trend during the assessment

period,

are of substantial

concern to us.

In view of the above, it is imperative that timely and decisive

management

action

be taken to stem this downward trend in regulatory performance at the

D.

C.

Cook facility.

To assist

us in evaluating your actions,

we request that

you provide

a written response

to this

SALP report within 30 days after our

scheduled

meeting noted above.

Your response

should address

each functional

area that was rated Category

3 and/or reflected

a declining performance

trend.

Your response

should describe

the actions you will take to improve performance.

As noted in our December

23,

1985 letter to you transmitting the results of

a special

D.

C.

Cook operational

history evaluation,

we request that your

response

to that evaluation

be submitted in conjunction with your response

to

the enclosed

SALP report.

You will have

an opportunity to present your comments

on the

SALP report at

the meeting

on January

23, 1986.

Me will also consider

any written comments

received within 30 days after the meeting, in addition to the written response

specifically requested

above.
