As discussed

in Paragraph 2.r of the enclosed report, it was identified that

a

difference of opinion exists

between your staff and that of the

NRC over your

commitments relative to sealing certain fire barrier penetrations.

In order

to provide expeditious resolution of this issue,

we understand

that you will

provide your position

on this matter to the Region III Office two weeks

following your receipt of this inspection report.

During the course of this inspection it was determined that

a number of previously

identified issues

requiring action

on your part and impacting your implementa-

tion of 10 CFR 50.48

and Appendix

R remain

open

(Paragraphs

2.p, 2.t(16),

2.t(17), 2.t(10), 2.t(24), 2.t(25), 2.t(26),

and 2.v).

In addition, several

new issues

were identified which require action

on your part and which impact

your implementation of 10 CFR 50.48 and Appendix

R (Paragraphs

4, 5.a, 6, 7, 8,

and 9.d).

These

issues

must be resolved consistent with your currently

approved fire protection implementation

schedule

(two months following the

1985 Unit 2 refueling outage).

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter and the enclosure will be placed in the

NRC Public Document

Room.

The response

requested

by this letter is not subject to the clearance

procedures

of the Office of Management

and Budget as required

by the

Paperwork

Reduction Act of 1980,

PL 96-511.

We will gladly discuss

any questions

you have concerning this inspection.
