On September 18,
- 1981, Mr. D.V. Shaller wrote you concerning the ratings on several fire doors at the D.
C.
Cook Nuclear Plant.
The attachment to that letter informed you of an improperly drawn fire zone in our Fire Hazards Analysis Report, dated March 31, 1977.
Redefining the boundaries of that fire zone has resulted in identifying the need to install two additional fire dampers.
In our letter of March 1, 1982, responding to the NRC's Notice of Viola-tion and Proposed Imposition of Civil Penalties and Notice of Deviation (EA 82-03) we have committed to expand the coverage of Technical Speci-fication 3/4.7. 10, in a revised form, to include fire dampers.
The necessary surveillance program for fire dampers is currently being deve-loped.
Due to the large number of fire dampers, we will require a
period of time to fully implement and resolve any deficiencies identified during the initial surveillance cycle.
All deficiencies identified during this initial surveillance period will be reported prior to the scheduled implementation of revised Technical Specification 3/4.7. 10 on September 1, 1982.
In lieu of reporting each discrepancy individually, we shall report that i nformation at the end of the initial fire damper surveillance program.
