Dear Mr. Denton:

This letter 'is in response to Mr. W. C. Miller's letter dated January 29, 1980, in which he requested that a check for $ 4,000 be forwarded to his office to complete the review of 'documents we fur-nished in our Letter AEP:NRC:00001A dated December 18, 1979.

We would like to advise you that the AEP:NRC:00001 .letters were initiated to address concerns raised by the NRC Seismic gualification Review Team in September, 1977. Our records indicate that a check for $ 4,000 accompanied our letter AEP:NRC:00001 to cover the fee for this review (a copy of the check is enclosed for your records). Letter No. AEP:NRC:00001A was issued.to close out outstanding items generated by the review of AEP:NRC:00001 and should be considered as supplementary information furnished to the NRC Staff at their request.

In light of these facts, we consider the review of documents pre-sented in AEP:NRC:00001A and in this letter,to be a cont1nuation of'he review of AEP:NRC:00001, and request you to update your records to show that the fee for the said review has a'lready been paid.

In addition, we would like to use this letter to formally document the information furnished to your staff over the telephone, on items 3 and 4 of our. letter No. AEP:NRC:00029 dated June 7, 1978. The latter was also generated as a result of your Staff's review of the documents contained in our letter AEP:NRC:00001. Responses to Items 1 and 2 were formally given in our letter No. AEP:NRC:00001A, dated December 18, 1979.

Mr. Harold R. Denton, Director AEP:NRC:0001B Res onse to Item 3 Sections 3.4 and 6.1.1 of ITE Imperial Corporation's Seismic Withstandability test indicate that the frequencies employed for qualification ranged from 1 to 32 Hz. However, the qualification document filed in 1971 (Attachment 5 to our letter No. AEP:NRC:00001) as proof of qualification for GE 12 PJCllAVlA protection relay, con-tained Seismic Withstandability test results for the frequency range from 2.5 Hz to 12 Hz. However, in 1973 additional information, sub-mitted now as Attachment 2 to this letter, was obtained from the Vendor establishing that the relay was qualified up to 33 Hz.

Res onse to Item 4 Attachment,6 to AEP:NRC:00001 was furnished to establish:

1) The seismic qualification of the Switchboard and Components as a unit.
2) That there exists no natural frequency for this unit in the range between 1 Hz to 10Hz.

This attachment in no way serves as qualification document for the protective relay. This relay GEl PJCllAY1A has been qualified as described in Item 3 above. Furthermore, Attachment.6 was reviewed and found adequate by the seismic qualification review team (See page 3 of Enclosure 1 to Mr. Karl Kniel's letter dated October 20, 1977).

We again reiterate the request previously made in our letter No.

AEP:NRC:00001A that conditions 3A and 3B contained in Amendment No. 6 to Operating License No. DPR-74 for Unit 2 of the Donald C. Cook Nuclear Plant be deleted as having been fulfilled.
