SUMMARY
- EMERGENCY PREPAREDNESS PLANS On September 19, 1979, the licensee met with the review team to discuss the new NRC acceptance criteria for updating the emergency preparedness plans.
On September 20, 1979, the licensee, officials of the State of Michigan, and local offictals of the surrounding area to the Donald C. Cook site met with the review team to discuss the emergency plans specifically as it applied to the state and local plans.
The list of attendees for each day is enclosed.
The principal document discussed with the licensee, state and local officials was the September 7,
1979 memorandum from Jim Miller to the Emergency Plans Staff on the subject of "Emergency Planning Review Guideline Number One-Revision One - Emergency Planning Acceptance Criteria for Licensed Nuclear Power Plants."

OCTOBER y 3 1979 From the discussions with the Licensee and officials of the state and local governments, the following open items were noted:
1.
The role of the NRC and other Federal agencies needs to be clearly delineated and understood by the agencies This role will be part of the plans but needs definition by the Federal agencies.
2.
State laws in Michigan prescribe an emergency classification scheme.
It is not clear that the NRR emergency classification scheme for the licensee is compatible with the state laws.
The licensee will advise the NRC if this-is still an open item.
3.
Acceptance criteria for systems to notify people need to be provided to the licensee now in order to meet the January 1980 submitted date.
4.
The State representatives see Emergency Action Levels for Field Monitoring.
teams as. procedural items rather than planning items.
NRC wants these in the State plans; The State requested a clarification of this require-ment.
5.
The five= week schedule for complete revision and to include the State and local plans as appendices is questioned.
The State provides guidance and direction to the local governments for their plan development.
These open items are to recei,ve NRC attention and the parties involved will be further advised.
