OF THE AUGUST 19, 1999, D. C. COOK PUBLIC MEETING
Dear Mr. Powers:
On August 19, 1999, the Nuclear Regulatory Commission (NRC) held a public meeting at the NRC Region III Office in Lisle, Illinois. The meeting was held to discuss the status of the D. C. Cook restart and NRC Manual Chapter (MC) 0350 oversight inspections.
Formal presentations were made by the Indiana Michigan Power Company (licensee) staff.
Enclosure 1 is a list of attendees for the meeting, and a copy of the slides used by the licensee is provided as Enclosure 2.
The MC 0350 public meetings between the licensee and the NRC staff are designed to provide a mechanism for the exchange of information and an update on the status of the readiness of the units at D. C. Cook to restart.
High-level management from the NRC and the licensee participated in the meetings.
The licensee's presentations at the August 19, 1999, meeting provided the status of the restart action plan, as well as the status of individual case specific checklist items. The NRC and licensee held extensive talks on what point in time the checklist items would be "ready for inspection" by the licensee.
The NRC committed that by August 27, 1999, programmatic assessments that needed to be performed prior to restart would be identified.
In addition, by September 3, 1999, the NRC would provide an inspection schedule and identify open issues needing resolution in order to support the licensee's restart efforts. The licensee committed to be in a posture to support the NRC inspection schedule.
The licensee provided some dates relative to restart of Unit 2.

R. Powers For Unit 1, the licensee stated that the target date for replacement of the steam generators was by the end of February 2000. The target date for restart of Unit 1 was July 2000.
Finally, the group discussed license submittals requiring NRC action prior to restart.
The NRC group stated that meeting the "NRC Approval/Concurrence Requested By" dates were a challenge but were achievable.
