DONALDC. COOK NUCLEAR PLANT, UNITS 1 AND 2 - ISSUANCE OF DRAFT RISK ASSESSMENT
Dear Mr. Powers:
Enclosed are the draff preliminary results of an analysis of the risk significance of issues that were identified at Donald C. Cook Nuclear Plant, Units 1 and 2, between August 1997 and January 1999.
The analysis describes the framework used to perform the integrated risk assessment and lists issues that have been identified as having the potential to affect core damage frequency (CDF) and containment performance. The issues are grouped according to whether they impact mitigating functions, initiating events, or containment failure mode.
This analysis is being performed to support our ongoing accident sequence precursor (ASP) analysis program, which evaluates operational events at nuclear power plants to determine risk significance of events or conditions.
This analysis is consistent with the new reactor oversight
'rocess for analyzing the safety significance of inspection findings.
The analysis methods and results are provided to you for your information. We will be pleased to receive and address any comments that you may have.
The analysis is ongoing, and as parts are completed we willtransmit them to you for comment.
Our next transmittal (in September 1999) willcontain the analyses of the potentially risk-significant issues and the ice condenser issues. Again, we would appreciate any comments.
