The enclosed

copy of our report identifies those matters

discussed

during

the conference.

The issues

involved in the conference

were the maintenance,

testing, .root cause

assessment,

and corrective actions associated

with the

Main Steam Stop Valves

and respective

dump valves test failures.-

Inspection

findings regarding

these

concerns

were identified in Inspection

Reports

50-315/90005(DRP);

50-316/90005(DRP)

and sent to you on February 21,

1990.

We have concluded

from the aforementioned

inspection

and Enforcement

Conference that certain of your activities appeared

to be in violation of

NRC requirements,

as specified in the enclosed

Notice.

A written response

is required.

In your response

to the enclosed

Notice of Violation, please

address

two concerns specifically.

First, test practices for Main Steam

Stop Valves

(MSSVs) appeared

to involve inappropriate

use of retest provisions

of the

ASME Code,Section XI.

Second, your investigation of the root cause

of MSSV performance

problems, particularly the performance of two of four

MSSVs during- testing in June,

1989, was'neffective.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter,

and the enclosed

inspection report will be placed in the

NRC

Public Document

Room.
