Dear Dr. Murley:
This letter documents commitments made for the Donald C.
Cook Nuclear Plant during our January 25, 1990 conversation with NRR and Region III personnel regarding increased main steam isolation valve closure times.
The main steam isolation valves are activated by the steam dump valves which are connected to the main steam isolation valve steam chambers.
Venting of the upper portion of steam chamber moves a piston which closes the valve.
Leakage past the dump valves has been identified as a contributing factor to the slower main steam isolation valve closure times.
Therefore, the Indiana and Michigan Power Company will:
(1)
Develop a program to monitor steam dump valve leakage based on either quantitative or qualitative acceptance criteria by February 8,
- 1990, and (2)
Evaluate alternatives to repair or replace the steam dump valves to minimize leakage, and decide on a course of action by the end of the 1990 refueling outages for both units.
Implementation of the required action would occur prior to completion of the subsequent refueling outage.
This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
