NOTICE OF VIOLATION Indiana Nichi gan Power Company Docket No. 50-315 As a result of the inspection conducted on July 11-15, 18-22, 27, and August 8,
- 1988, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1987), the following violation was identified:
10 CFR 50, Appendix B, Criterion XVI, as implemented by the D.C.
Cook Operations equality Assurance
- Program, Section 1.7. 16, requires that conditions adverse to quality be promptly corrected and action taken to preclude repetition of significant conditions adverse to quality.
Contrary to the above, a negative dc ground has existed on the Unit 1 250 V
dc normally ungrounded "CD" battery since January 2,
1988.
Action taken to preclude repetition was incomplete in that a comprehensive technical evaluation was not prepared to assure that the margin of safety had not been reduced for continued operations of safety-related equipment.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
