This inspection consisted of an examination of your safety evaluations

conducted

pursuant to the requirements

of 10 CFR Part 50, Section 50.59.

No

violations or deviations

were identified; however,

the failure to directly

address

the three criteria for determining the existence of an unreviewed

safety question in the safety evaluation

documentation

was considered

a

weakness

warranting

management

attention.

In most other respects,

the

safety evaluations

were considered

to be generally thorough

and complete.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter and the enclosed

inspection report will be placed in the

NRC

Public Document

Room.
