The Indiana and Michigan Electric Company is proposing 'to replace the liquid radwaste effluent line monitor designated R-18 with. a new monitor designated RS-1001 for both Units 1 and 2.

The proposed license amendment and Technical Specification change is contained in the'INEC letter dated August 7, 1987.

This letter and an earlier letter dated December 8, 1986 are attached.

SUBJECT:

On September 9, 1987, Dave Wigginton, the Cook Project Manager, discussed the review with Bruce Burgess of Region III.

The Region had previously held discussions with the licensee on the inadequacies of the existing monitor and members of your staff should be familiar with the issue.

It is requested that Region III provide the review of the proposed change and prepare the t'echnical evaluation to be incorporated in the Safety Evaluation to support approval of the new monitor.

The licensee is still assessing potential difficulties with setpoints for the new monitors and proposes to keep R-18 operational in the interim.

Therefore, our schedule for issuance of the license amendment is somewhat flexible and would depend upon your resources and priorities.

Please keep Dave Wigginton (492-8005) informed of your schedule and as with other licensing actions, direct any questions or contacts with the licensee through him.

If there are any questions on this matter, please let us know.

The TAC numbers assigned for this effort are 66016 and 66017.
