Dear Sirs:

The purpose of this letter is to request exemption from the requirements of 10 CFR 50, Appendix R, Section III.J, Emergency Lighting for one outdoor location.

In particular, we request exemption from the requirement to provide an emergency lighting unit with eight-hour battery power in the outdoor yard area adjacent to the nitrogen regulator valves.

The nitrogen provides backup power to the steam generator power-operated relief valves (PORVs) during shutdown operations under Procedure

+*12-OHP 4023.100.001, Rev.

0, and **12-OHP 4023.100.002, Rev.

0, Unit 1 and Unit 2 Emergency Remote Shutdown respectively.

Since monitoring of these regulating valves may be required during a postulated Appendix R fire, outdoor yard lighting has been located at the common nitrogen source for both units.

Cook Plant would not be expected to affect the normal outdoor lighting and security systems, because both the circuit cable and its substation power source are located outside the plant.

In

addition, a backup 500 kw security diesel generator, also located outside the plant, is available to power the outdoor lighting and security systems in the event of a station blackout condition.

The security diesel generator is run and load-tested monthly and receives biannual preventive maintenance.

Because both the normal outdoor lighting system and an emergency power source are located outside the plant, we believe this installation is superior to the 10 CFR 50, Appendix R, Section III.J eight-hour battery-powered emergency lighting requirement.

Therefore, we respectfully request an exemption from the Appendix R,Section III.J emergency lighting requirement for this outdoor area.
