Dear Mr. Dolan:
By letter dated December 8, 1986, the Indiana and Michigan Electric Company submitted a proposed license amendment to reflect the changing of one radio-active effluent monitor with another.
The IMEC submittal references an inspection report and mentions an IMEC response.
However, there are no details provided in the proposal on why the monitor is being changed, what enhancements are expected with the new monitor, or how the new monitor will meet the requirements at its location..
The significant hazards consider-ation is on the basis that the change is purely administrative.
We doubt the details of the change will support such a finding.
On the basis of the above and to allow IMEC to formally submit a complete
- proposal, we are denying the prop'osal as submitted December 8, 1986.
