1986 during the Enforcement

Conference

held in the

Region III office between you and others of your staff and Mr. A. Bert Davis

and other

members of the

NRC staff.

The inspection

focused

on the circumstances

surrounding Unit 2 operation with

inoperable nuclear instrumentation.

The enclosed

copy of our inspection

report identifies specific areas

examined during the inspection.

Within these

areas,

the inspection consisted of a selective

examination of procedures

and

representative

records,

observations,

and interviews with personnel.

We are releasing this report at this time for your information.

You will be

notified by separate

correspondence

of our decision regarding enforcement

action based

on the findings of this inspection.

No written response

is

required until you are notified of any proposed

enforcement action.
