The enclosed

copy of our inspection report identifies areas

examined during the

inspection.

Mithin these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

independent

measurements,

and interviews with personnel.

The inspection

included

a review

of findings from investigations

conducted

on September

1?,

1985 and April 25,

1986,

by representatives

of the Department of Health and Environmental Control,

State of South Carolina, of waste

shipments

from the

D.

C.

Cook Nuclear Plant,

upon arrival of the shipments at the Barnwell, South Carolina low-level waste

burial site.

The results of the State's

investigations

were conveyed to your

company

by letters

dated

September

20,

1985

and

May 1, 1986,

from the State of

South Carolina.

During this inspection,

certain of your activities appeared

to be in violation

of NRC requirements,

as specified in the enclosed

Notice of Violation.

Items

No.

1 and No.

2 have already

been the subject of enforcement action by the State

of South Carolina.

The review of your response

to the State of South Carolina

regarding Item No.

1 showed that the actions described in Section

18 of the

attached

report had been taken to correct the identified violation and to

prevent recurrence.

Consequently,

no reply to this violation is required

and

we have

no further questions

regarding this matter at this time.

A written

response

is required for Items

No.

2 and

No.

3.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter, the enclosures,
