Cook Enclosed for your information and review is the Technical Evaluation Report (TER) prepared by Pacific Northwest Laboratories under contract to the NRC regarding the quality of the meteorological data collected at the D.
C.
Cook site for the period January-December 1984.
In the review, it is noted that the primary meteorological parameters (i.e., wind speed, wind direction and vertical temperature difference) are generally reliable and of high quality.
However, the ability of the meteorological data to represent atmospheric transport and diffusion away from the immediate shoreline and sand dune environment is suspect.
Our preliminary assessment leads us to believe that the meteorological tower is probably not in a location to reflect conditions at the site boundary and further inland, and data collected at this tower may result in erroneous offsite dose assessments and could affect recommen-dations for protective actions in an emergency situation.
It is requested that the Indiana and Michigan Electric Company review the TER and conclusions and provide a response within 60 days of receipt of this letter.
