Within these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

and

interviews with personnel.

During this inspection

no violations of NRC requirements

were. identified,

however,

we noted problems in your conduct of testing

and maintenance

which

led to unnecessary

challenges

to reactor safety systems.

We believe these

occurrences

demonstrate

a need to strengthen

the authorization

and coordination

processes

for these activities.

We request that you provide

a written

response

to this letter within 30 days in which -you discuss

your plans for

addressing

this concern.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter, the enclosures,

and your response

to this letter will be placed

in the
