SUMMARY
OF THE LICENSE RENEWAL APPLICATION REVIEW SEVERE ACCIDENT MITIGATION ALTERNATIVES SITE AUDIT (EPID L-2017-LNE-0026)
Dear Mr. Maguire:
A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) and an NRC contractor from Pacific Northwest National Laboratories participated in a severe accident mitigation alternatives (SAMA) site audit from October 23-25, 2017, at River Bend Station, Unit 1 (RBS), as part of the license renewal application environmental review.
The goal of the audit was to review documentation and gather information to ensure that the environmental requirements for license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51 were met. A letter dated October 13, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17284A100) was sent to you containing an audit plan. The enclosure is a list of those who participated in the audit.
The audit began on October 23, 2017, with an entrance meeting to introduce participants and discuss audit logistics. Next, participants discussed the following topics relative to the SAMA analysis: (1) Level 1 internal events Probabilistic Risk Assessment (PRA), (2) Level 2 model PRA, (3) external events, (4) Level 3 consequence analysis, (5) identification and screening of potential SAMAs, (6) cost-benefit analysis of SAMAs, and (7) potential lower cost alternative SAMAs.
At the conclusion of the site audit, the NRC staff summarized the status of the review with Entergy representatives during the exit meeting. Most of the NRCs questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were not will be answered by Entergy, as it responds to a request for additional information (RAI) letter (ADAMS Accession No. ML17317A002).
