November 8, 2017 ACO 17-0049 ATTN: Document Control Desk Jacob I. Zimmerman, Chief Enrichment and Conversion Branch Division of Fuel Cycle Safety, Safeguards, and Environmental Review Office of Nuclear Material Safety and Safeguards U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 American Centrifuge Lead Cascade Facility Docket Number 70-7003; License Number SNM-7003 Withdrawal of Decommissioning Program Amendment Application for the American Centrifuge Lead Cascade Facility (ADAMS Accession Number MLl 7067 A183)

Dear Mr. Zimmerman:

The purpose of this letter is to withdraw the Decommissioning Program Amendment Application for the American Centrifuge Lead Cascade Facility (Lead Cascade) (ADAMS Accession Number MLl 7067A183) pursuant ~o 10 CPR 2.107.

By letter dated March 1, 2017 (Reference 1), American Centrifuge Operating, LLC, (ACO) submitted a decommissioning program amendment application for the Lead Cascade for U.S.

Nuclear Regulatory Commission (NRC) review and approval. On October 11, 2017, NRC issued Requests for Supplemental Information (RSI) to ACO (Reference 2) in the categories of characterization, final status survey plan, dose assessment, environmental review, decommissioning activities, financial assurance, and decommissioning schedule. On October 30, 2017, NRC met with ACO at NRC Headquarters to discuss the RSI. In this meeting ACO and NRC agreed that since the decommissioning activities at the Lead Cascade were already substantially complete, a revised Decommissioning Plan reflecting the current status and incorporating the information requested in the RSI would facilitate NRC's timely review.

By this letter, ACO hereby withdraws the Decommissioning Program Amendment Application for the Lead Cascade submitted by Reference 1. ACO will submit a new Decommissioning Plan that reflects the current status of decommissioning of the Lead Cascade and includes the information requested by NRC in the RSI. This Decommissioning Plan will be submitted to NRC by December 15, 2017.
