Cook Nuclear Plant, Units 1 and 2
By letter dated December 10, 1985, the Indiana and Michigan Electric Company (IMEC) requested approval to use the provisions of ASME Code Section XI, 1983 Edition with Summer 1983 Addenda for the ISI/IST program for the Donald C.
Cook Nuclear Plant.
The use of this edition, and addenda would begin with the second 10 year program consistent with the schedule approved by the Exemption dated November 29, 1984, as transmitted to you by letter dated December 18, 1984.
The conditions of the Exemption are unchanged; the IMEC request is for an inter-pretation of the provisions of 10 CFR 50.55a(g).
The common start date for Units 1 and 2 for the second ten year ISI/IST program is July 1, 1986; According to the requirements, in part, of 10 CFR 50.55a(g)(4)(ii), the ISI/IST programs...
"conducted during successive 120-month inspection intervals shall comply with the requirements of the latest edition and addenda of the Code incorporated by reference in paragraph (b) of this section 12 months prior to the start of the 120-month inspection interval...."
This would mean that, as a minimum, your new program should comply with the 1980 Edition of the Code.
However, while the regulations clearly require that successive programs be updated to approved edition and addenda of the
- Code, a
12 month grace period is also allowed so that the licensees can begin to update their programs sufficiently in advance of submittal without having to make last minute changes should a new edition or addenda be approved by the NRC.
Accordingly, we see no inconsistency with the 10 CFR 50.55a(g) requirements if a licensee elects on its own to forego a portion of the 12 month grace period and to upgrade a 120-month program to later editions and addenda that have been approved by the NRC.

Cook to the provision of the 1983 Edition with Summer 1983 Addenda of the ASME Code Section XI meets the requirements of the regulations.
