This letter confirms the telephone conversation between Mr. C.

E. Norelius of this office and Mr. J. Feinstein of your staff related to your November 6, 1985 letter requesting Region III concurrence on your plans for restart of D.

C.

Cook Units 1 and 2, pursuant to your Confirmatory Action Letter dated October 30, 1985.

This concurrence was granted on November 6, 1985 and was the subject of the above referenced telephone conversation.

As identified in your November 6, 1985 letter, your commitments confirmed in our October 30, 1985 letter to you have been met with the exception of providing NRC with a proposal of and agreement on off-site testing of the impounded undervoltage trip attachments (UVTAs) and submission of a formal report of your findings and conclusions regarding this event.

It is our understanding that you will comply with these commitments.
