The results of this inspection

were discussed

and others of your staff at its conclusion.

The enclosed

copy of our inspection report identifies areas

examined during

the inspection.

Within these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

and

interviews with personnel.

During this inspection, certain of your activities appeared

to be in violation

of NRC requirements,

as described

in the enclosed

Appendix.

A written response

is required.

Our observation

and findings during this inspection

have heightened

the concerns

which

we expressed

in Inspection

Reports

No. 50-315/85007

and

No. 50-316/85007 relative to your corrective action program and its implemen-

tation.

While we recognize that you are taking steps

to upgrade

performance

in

this area,

the importance that

we place

on effective resolution of deficiencies,

whether identified internally or externally, cannot

be understated.

For this

reason,

please

specify in your response

to the enclosed

report those

remedial

actions

you have taken or plan to take to improve corrective action performance,

including planned

implementation dates.
