Docket No. 50-315 August 14, 1985 Mr. John Dolan, Vice President Indiana and Michigan Electric Company c/o American Electric Power Service Corporation 1 Riverside Plaza

Dear Mr. Dolan:

Cook Nuclear Plant, Unit No.
1.
Supplemental information was received by letters dated March 29, April 3, and June 27, 1985.
We'ave completed our review as documented in the enclosed Safety Evaluation and have concluded that the Unit 1 analysis did not contain the analysis input error, the analyses did not use the unacceptable heat transfer augmentation factors, and the revised LOCA analysis using a
corrected version of TOODEE 2 code satisfies 10 CFR 50.46.
We have also determined that the K(z) curve for the Exxon fuel has not been verified using an ECCS evaluation model wholly in conformance with Appendix K but we are reasonably assured that D.
C.
Cook Unit 1 complies with the performance criteria oi'0 CFR 50.46.
It is our understanding that IMEC will provide an ECCS analysis in October 1985 using an approved ECCS evaluation model which either verifies the current K(z) curve for the Exxon fuel or determines a new K(z) to be applied to the Exxon fuel.
We require that this analysis be submitted no later than 6 months from receipt of this letter.
If there are any questions in this regard, please let me know.
The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not requi~ed under P.L.96-511.
