Dear Mr. Dolan:
Distributi on ORB¹1 RDG Gray file OELD JPartlow ACRS (10)
CParrish L
PDR NRC PDR HThompson EJordan BGrimes DWigginton By letter dated May 31, 1985 the Indiana and Michigan Electric Company
( IMEC) advised the NRC of the intent to show by analysis that the requirement for the sodium hydroxide (NaOH) spray additive can be removed without exceeding the dose limits specified in 10 CFR Part 100.
This analysis for the Donald C.
Cook Nuclear Plant would be performed in lieu of supplying the additional information requested in our November 26, 1984 letter.
The IMEC indicates that a complete report on this matter, including the appropriate technical specification change request, would be submitted by December 1985 for review and approval.
We find this approach to be acceptable subject to one stipulation.
Specifically, for the interim period IMEC should maintain emergency procedures for operation of the spray additive system in the event of unsatisfactory system performance during an accident.
Such procedures might include post-accident surveillance of the spray additive flow or tank level to ensure that sufficient NaOH has been added to the containment.
In our discussions with your staff, it is our understanding that procedures are in place and available to the resident inspectors for verification.
If there are any further questions on this matter, please let us know.
Sincerely,
/s/SAVarga Steven A. Varga, Chief Operating Reactors Branch ¹1 Division of Licensing
