Dear Mr. Denton:
This letter responds to specific parts of the Order Confirming Licensee Commitments on Emergency
Response
Capability with Attachment issued by.your letter dated June 12, 1984.
In previous correspondence (February 10, 1984) we committed to provide by April 1985, a completion date for the following systems and facilities:
- 1) Safety Parameter Display System (SPDS) to be fully operational and operators trained,
- 2) Technical Support Center (TSC) fully functional,
- 3) Emergency Operations Facility (EOF) fully functional, and 4) Operational Support Center (OSC) fully functional.
Barring any further unforeseen
- delays, we anticipate having the SPDS fully operational, with the control room operators trained, by the end of December 1985.
The TSC and EOF (facilities) are established and have functioned without the SPDS during the past two D. C.
Cook Plant Emergency
Response
Exercises.
Appropriate specific information from the SPDS will
, also be available in these facilities by December 1985.
Please note that D. C. Cook has an Operations Staging Area (OSA) not an Operational Support Center (OSC).
Reference our April 15, 1983 letter AEP:NRC:0773 and the Donald C. Cook Nuclear Plant Emergency Plan, Rev.
1.
The OSA, located in the basement shelter area of the D. C.
Cook Office building, fulfillsthe requirements of the OSC as defined in NUREG-0737 Supplement 1.
The OSA is complete and has also been fully functional during the last two D. C. Cook Plant Emergency
