February 21, 1985 Docket Nos.

50-315 and 50-316 Mr. John Dolan, Vice President Indiana and Michigan Electric Company c/o American Electric Power Service Corporation 1 Riverside Plaza

Dear Mr. Dolan:

GLear On February 6, 1985, the staff of the NRC met with representatives of the Indiana and Michigan Electric Company on the hydrogen control program for the Donald C.

Cook Nuclear Station.

In the meeting we noted that we had completed an evaluation of the containment ultimate strength and found that an internal pressure of 36 psig should be taken as the ultimate capacity of each of the containments.

We further noted that this conservative value was based on limited test data used in the IMEC's evaluation.

A copy of our safety evaluation is enclosed.-

In the February 6th meeting, IMEC stated the intent to stay within the 36 psig for the planned evaluation by Battelle Columbus.

i It is our position that this issue of containment ultimate strength is closed on the'basis that IMEC has adopted the position on 36 psig internal pressure.

If IMEC finds that this position must change for the resolution of the hydrogen control issue, IMEC should notify us immediately.

Sincerely,

/s/SAVarga Steven A. Varga, Chief Operating Reactors Branch ¹1 Division of Licensing CC:
