Columbus, OH 43216 Gentlemen:

The NRC believes that a relationship exists between professional attitude of a nuclear plant's operating and management personnel and the degree to which the health and safety of the public is protected.

Two specific areas that appear to reflect professional attitude ag nuclear power plants are general house-keeping at operating and construction plants and staff behavior in the control room at the operating plants.

The purpose of this letter is to make you awar e of the importance that we place on these particular activities.

I am sending a similar letter to all utilities who have reactors under construction or in operation within Region III.

Increasingly, the issue of poor housekeeping has arisen at a number of nuclear power facilities throughout the country.

Poor housekeeping includes the accumulation of trash and debris, and graffiti in the nuclear power plants.

The latter problem appears to be more prevalent in plants under construction.

We believe that housekeeping is an indication of the pride that licensees take in their facilities and their jobs, and may be indicative of construction quality and overall plant performance and safety.

Secondly, increased concern has been expressed with regard to behavior within the control rooms of operating plants.

Lack of attention to duty in this particular area has-been a matter of concern to the NRC for several

years, and was the subject of an IE Circular, No. 81-02, issued in February 1981.
Recently, several instances have been reported throughout the country of operators reading newspapers, working crossword
puzzles, loud radios in the control room, or other distractions, which appear to indicate a lack of pride, discipline, and sense of personal responsbility.
