This letter is to reconfirm and update the NRC Region III Access Authorization Lists for admitting NRC personnel to your facilities.

The NRC inspectors, identified by the Regional Administrator as delegated to the Chief, Materials and Safeguards

Branch, Region III, in Enclosure 1 are likely to visit your facilities, on an announced or unannounced basis at any
time, day or night, and are required to be provided permanent non-employee, no-escort required picture badges as authorized by 10 CFR 73.55(d)(5).

Consistent with normal escort requirements, individuals on this roster are authorized to serve as escorts for other NRC personnel, consultants, and contractors.

These individuals will require access to areas within the plant known as vital areas, and shall be afforded access to those areas consistent with the requirements of your procedures.

Region III personnel listed in Enclosure 2 may visit your facilities on an announced or unannounced basis at any time, day or night.

After they have presented official identification Form NRC-490, they are to be processed into your facility in the same manner as a non-regular employee.

Such personnel are to be badged for unescorted access, to the protected area only.

These individuals may require access to vital areas, but should be escorted.

They shall be afforded access to the site without any delays other than those normally involved with entrance

search, personal identification, and registration.

Other NRC Region III personnel, not accompanied by an individual indicated in either Enclosure 1 or 2 should be provided access in accordance with your access control procedures or after telephonic verification of authorization has been effected with the Region III Duty Officer or Safeguards Section.

Nuclear Regulatory Commission.

To our knowledge, those individuals who possess a "g" or "L" access authorization do not possess adverse character traits or indications of aberrant behavior.

Those that have a "g" or "L" access authorization have been screened to the national level (including a criminal records check);

no disqualifying offenses were noted.

Trustworthiness has been determined by a review of their employment records.

Based on the above, I recommend that these individuals be granted unescorted access to the vital and protected areas of your facility.

A "g" access authorization is based on a satisfactory full-field investigation conducted by the Office of Personnel Management (OPM), the Federal Bureau of Investigation (FBI), or another U.S.

Government agency which conducts personnel security investigations.

An "L" access authorization is based on a satisfactory National Agency Check (NAC) conducted by the Office of Personnel Management.

Subsequent reconfirmation and update of Enclosures 1 and 2 will be provided every six months by this office.
