SUMMARY
OF MEETING HELD ON MARCH 27 AND 28, 1984 WITH INDIANA AND MICHIGAN ELECTRIC COMPANY TO DISCUSS INSERVICE TESTING OF PUMPS AND VALVES The NRC staff met with the Indiana and Michigan Electric Company (IMEC), the
- licensee, on March 27 and 28, 1984 at the plant site to discuss the inservice testing program for pumps and valves for the Donald C.
Cook Nuclear Plant, Unit Nos.
1 and 2.
Enclosed is a list of attendees.
By letter dated March 15, 1984, the licensee requested that the inspection interval for both Units 1 and 2 be changed so that a
common start date and same ASME Section XI Code edition would apply.
On the current schedule, Unit 1 could be required to follow the 1980 edition of the code beginning in August 1985 and Unit 2 could be required to follow a later edition beginning in July 1988.
There are advantages and disadvantages to having a
common start date but all agreed that the possible safety problems and confusion with two units with different code requirements was sufficient incentive for establishing a
common inspection cycle start date.
The staff will further consider the licensee's proposal with the understanding that the reactor vessel beltline examinations and system hydros are the limiting inspections.
It was made clear that a change in start date affects the code inspection criteria only and that the frequency and systems to be tested are expected to be continued at a
regular pace.
The inservice testing of pumps and valves program was reviewed by EGKG under contract with the NRC.
The results of that review were transmitted to the licensee by letter dated March 5, 1984.
The licensee was well prepared to discuss the deficiencies noted by EG8G and to point out the existing program for testing and additional information to support relief requests.
Based on discussions with the licensee, a supplemental submittal will be made to document the additional information to support the IST review for D.
