Michigan Electric Company representatives met with members of the NRC Staff and the Staff's consultant on August 18 and 27, 1982 to discuss the inservice inspection (ISX) and inservice test (IST) programs for the Donald C.

Cook Nuclear Plant Unit Nos.

1 and 2.

Among the topics discussed was the potential for using concurrent start dates for the second ten year inspection interval for both units of the Cook Plant.

At the present time the second inspection interval is scheduled to begin August 23, 1985 for Unit 1 and July 1, 1988 for Unit 2.

Indiana 6 Michigan Electric Company requests relief from the provisions of 10 CFR 50.55a(g) to allow the two units of the Cook Plant to begin the second ten year inspection interval on the same date, and thereby insure use of the same ASME Section XI Code edition.

Michigan Electric Company believes that the use of a common start date for both units will facilitate the transition to the next ten year inspection interval by allowing more efficient and uniform use of personnel.

The ISI/IST programs based on the same ASME Section XI code edition will also significantly decrease review time by the NRC Staff.

If the two units are not placed on the same date for the start of the next ten year inspection interval, the three year difference presently existing may mean that the units will reference different code editions for the second ten year interval, since a change in the Federal Register may mandate a subsequent, code edition after Unit 1 has been updated.

Den AEP:NRC:0730A code editions will lead to increased problems in administering the programs.

The date requested to simultaneously begin the second ten year interval is July 1, 1987.

Based on present scheduled

outages, this date will permit completion of the remaining ISI examinations with the least disruption of plant activities.

The major items of concern, are the reactor vessel beltline volumetric examinations which have to be completed prior to the end of the first interval.

This will be the first time these difficult and lengthy examinations will be performed at the Donald C. Cook Nuclear Plant.

The July 1, 1987 date willpermit the reactor vessel beltline examinations to be performed during outages presently scheduled to begin in January 1985, for Unit 1, and in March 1987, for Unit 2.

These two examinations will conform to the 1974 edition of the ASME BGPV Code,Section XI which is the code currently in effect.

The ISI/IST program for the second ten year interval for both Units will be submitted to the NRC six months prior to the start of the first ten year inspection of Unit No. 2, approximately in October 1986.

Selecting an earlier date than July 1, 1987 for the start of the second interval, would require that the Unit 2 reactor vessel beltline examination be moved up to the outage presently scheduled to begin September 1985.

This would result in having to perform these two extensive examinations within the same year, which would pose a

substantial hardship on the plant and nondestructive examination personnel.

Upon receiving the requested relief, we plan to submit a combined ISI program covering both units since they are basically of the same design with only minor differences in components.

There should be little effect on the pump and valve testing programs as these are on shorter cycles and will not be affected by a change in the interval "starting date.

Unit 1's valves and pumps would continue to be tested in accordance with the 1974 Code during the extension from

August, 1985 to July'987.

Timely review and approval of this request by the Staff will allow us the time necessary to re-schedule the remaining inspections for the first ten year interval.

We -would appreciate the expeditious handling of this request by your staff.
