SUMMARY

ENVIRONMENTAL QUALIFICATION OF EQUIPMENT AND HYDROGEN CONTROL The licensee met with the staff on Septembe'r 13, 1983, to discuss the environmental qualification of electrical equipment and the final resolution of hydrogen control/equipment survivability for the Donald C.

Cook Nuclear Plant.

The list of attendees is attached as Enclosure 1.

The licensee presented an outline of the equipment qualification deficiencies which distinguished between the Units and indicated deficiencies f'r each piece of equipment.

The deficiencies were then grouped into sixteen categories (some with no deficiencies) for each Unit.

Each deficiency category was discussed and the licensee presented the basis for the equipment being qualified, or the remaining program efforts to qualify the particular equipment item.

The staff noted areas of agreement both on items qualified and program efforts remaining to qualify a piece or class of deficiencies.

The categories of documentation (81) and aging (83, 4, 5, 6) were discussed generically.

In all the discussions, it was established that the Franklin Research Institute Technical Evaluation Report provided an acceptable base for qualification review and resolving differences in qualifying equipment items.

In all the discussions, there were three items which the staff will provide further guidance to the licensee.

These are

1) requirements for direct spray on the motorized valve actuators on the PORV block valves since in Cook they are not exposed to direct spray,
2) submergence tests requirements of transmitters that had undergone other tests but lacked submergence since it was originally thought they would be above water level,
3) acceptance of submergence test of motorized valve actuator although time of submergence not established.

The licensee will document the understand-ings reached at the meeting, address each category of each of the unqualified

items, and establish a schedule to complete the qualification.

This will be reviewed by the staff to establish an acceptable overall program for qualifying equipment for the D.C.

Cook Plant.

The outline used by the licensee is attached as Enclosure 2.

Cook Nuclear Plant was presented by the licensee and included a discussion of the major points and schedule for submittals (see ).

There was also a

discussion of draft responses to the S.A. Varga letters dated July 30, 1982 and September 16, 1982.

These responses are being reviewed by the licensee and will be submitted about October 1, 1983.

The licensee is scheduling a meeting with TVA and the Duke Power Company to discuss and arrange a schedule for responses to other questions.
