5. Michigan Electric Company ATTN:

Mr. John Dolan Vice President Post Office Box 18 Bowling Green Station New York, New York 10004 Gentlemen:

By 1etter dated April 13, 1983, the Division of Licensing (DL) staff approved your application dated November 11, 1981, as revised by letter dated February 25, 1983. and issued Amendment Nos.

71 and 53 to Facility Operating License Nos.

DPR-58 and DPR-74 for the Donald C. Cook Nuclear Plant, Unit Nos.

1 and 2.

This application proposed certain Technica'l Specification changes to reflect revised surveil-lance requirements for safety-related snubbers and to include Stand-ard Technical Specification requirements for inservice inspection and testing to complete the requirements of the snubber surveillance.

Fees pursuant to 10 CFR 170.22 were not remitted with your application since your Company determined that no fees were required.

Although the USNRC's letter dated November 20, 1980, requested that licensees provide Technical Specification changes for snubber surveillance requirements, they were not requested to simplify or clarify the li-cense or Technical Specifications for the convenience of the USNRC.

Therefore, fees are applicable to your November 11, 1981 application.

Based on information provided by the DL staff as the result of their final review of your application, it has been determined that a Class III fee ($4,000) and a Class I ($400) fee are appropriate for this app1ication since the review involved consideration of a single safety issue and a duplicate unit.

Therefore, you are requested to remit the sum of $4,400 to this office.

Sincerely, ssosogrossg ssosoe FDR ADOCK 05000315 r
