E The U. S. Nuclear Regulatory Commission (the Comnission) has issued Amendment Ho.

70 to Facility Operating License No.

DPR-58 and Amendment Ho. 52 to Facility License Ho. DPR-74, issued to Indiana and Michigan Electric Company (the licensee).,

which modify the licenses to include a requirement to maintain a Guard Training and gualification Plan to be followed in accordance with 10 CFR 73.55(b) and Appendix B to 10 CFR 73.

The amendments are effective immediately and must be implemented within 60 days of the date of issuance and are to be implemented in accordance with the provisions of 10 CFR 73.55(b)(4).

All security personnel shall be qualified within two years of this approval.

The Donald C. Cook Nuclear Plant, Unit Hos.

1 and 2 (the facilities), is located in Berrien County, Michigan.

The filings for the amendments, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regiilations.

The'Commission has made appropriate findings as required by the Act and the Comoission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve a significant hazards condition.

The Commission has issued the enclosed Amendment No.

69 to Facility Operating License No. DPR-58 and Amendment tio.

51 to Facility Operating License No.

DPR-74 for the Donald C.

Cook fluc1ear Plant, Unit Nos.

1 and 2, respectively.

The amendments consist of changes to the Technical Specifications in response to your application transmitted by letter dated September 17, 1982.

These amendments will change the Technical Specifications to (1) implement the requirements of Appendix I to 10 CFR Part 50, (2) establish new limiting conditions for operation (LCO) for the quarterly and annual average release

rates, and (3) revise environmental monitoring programs to assure conformance with Commission regulations.

These new Technical Specifications will also replace all of Appendix S "Part I, Rqdiological" of the current Technical Specifications.

Copies of the Safety Evaluation and Envtqonmental Impact Appraisal and the Notice of Issuance and Negative Declaration are also enclosed.
