Dear Mr. Denton:
This letter and its Attachment request changes to the Donald C. Cook Nuclear Plant, Unit Nos.
1 and 2 Appendix A Technical Specifications (T/S).
These T/S changes, which are indicated by a vertical line on the right-hand side of the affected pages, are required for placement of the new Post-Accident Containment Hydrogen Monitoring System (PACHMS) into service to satisfy Item II.F.1.6 of NUREG-0737 and to remove the existing equipment from service, The proposed T/S require two operable containment hydrogen analyzers in accordance with the Nureg requirements.
The design description of the PACHMS was submitted in our letter No. AEP:NRC:0631, dated January ll, 1982 which provides the necessary technical support for the proposed T/S changes;,
we refer you to it.

In our letter No. AEP:NRC:0652, dated December 23,
- 1981, we requested an extension of the NUREG-0737 implementation schedule for this Item to 30 days after the end of the scheduled 1982 Units 1 and 2
refueling outages.
We also indicated that the existing containment hydrogen analyzer and gas chromotograph, which do not meet the requirements of NUREG-0737, would remain functional until the new PACHMS is in place and operational.
The PACHMS is now in place, but to become operational it requires the removal of the existing system from service.
The latter is required to satisfy our current T/S.
The new PACHMS of each Unit will be placed in operation as soon as the proposed T/S changes are issued.
As such, in order to meet the 'implementation date for the PACHMS, an expeditious review and approval of the proposed T/S changes is requested.

The proposed T/S changes contained in the Attachment to this letter have been reviewed by the Plant Nuclear Safety Review Committee (PNSRC) and by the AEPSC Nuclear Safety and Design Review Committee (NSDRC).
The payment for these changes will be made as part of the fee to be levied for the issuance of the T/S changes required by NUREG-0737.
This document has been prepared following Corporate Procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
