Your letter dated April 24, 1981, to the Office of Nuclear Reactor Regulation (ONRR) transmitted your Second Quarterly Report on Hydrogen Mitigation arid'ontrol for Donald C.

Cook Nuclear Plant Unit Nos.

1 and 2 which supplements your submittals dated October 7, 1980 and January 12, 1981.

Your Company stated that fees under the provision of 10 CFR 170.22 were not required.

The ONRR staff have determined that these documents wfll require. their review and evaluation of a complex issue and is required to determine whether the Cook Unit Nos.

1 and 2 systems will provide reasonable assurance that the contafnments will be protected in the event a substantial quantity of hydrogen is generated.

It fs our understanding that after the review fs completed, an evaluation report will be issued wh1ch will reflect ONRR's analysfs and position on the subject of Hydrogen Mitigation and Control for the two units.

On this

basis, Classes IV and a Class I fees are required pursuant to 10 CFR 170.22 and should be remitted to our office. If the ONRR staff's f1nal evaluation of the Hydrogen I/Litfgatfonwnd Control Documents reveals that these fees are incorrect.
