This refers to the routine inspection

conducted

by Mr. L. J. Hueter of

this office on July 22-25,

1980, of activities at D.

C.

Cook Nuclear

Plant, Unit

1 authorized

by NRC Operating License

No. DPR-58

and to the

discussion of our findings with Mr. D. Shaller

and others of his staff

at the conclusion of the inspection.

The inspection

was an examination of activities conducted

under your

license

as they relate to radiation safety

and to compliance with the

Commission's

rules

and regulations

and with the conditions of your

license.

The inspection consisted of 'a selective

examination of pro-

cedures

and representativ'e

records,

observations,

independent

measure-

ments,

and interviews with personnel.

The inspection included

a review of your action taken in response

to (1)

IE Bulletin 80-10 concerning contamination of non-r'adioactive

system

and

resulting potential for unmonitored,

uncontrolled release

of radioactivity

to the environment~(2)

IE Circular 79-15 concerning bursting of high

pressure

hose

and malfunction of relief valve and "0"-Ring in certain

selfwontained breathing apparatus~and

(3) IE Circular 80-14 concerning

radioactive

contamination of plant demineralized

water system

and

resultant internal contamination of personnel.

The inspection also

examined actions

you have taken with respect to the

matters identified in your letter dated January

29,

1980.

We have

no

further questions

regarding these matters.

Also,

a review was conducted

of the unresolved

item identified in our letter dated January

4,

1979,

regarding water in the space

between

a liner and

a shipping disk on an

April 26,

1979,

shipment.

Based

on guidance provided by IE Headquarters

and

on procedure

changes

you have

made,

we have

no further questions

regarding this matter.

No items of noncompliance with NRC requirements

were identified during

the course of this inspection.

In accordance

with Section 2.790 of the NRC's "Rules of Practice," Part

2, Title 10,

Code of Federal Regulations',

a copy of this letter and the

enclosed

inspection report will be placed in the NRC's Public Document

Room, except

as follows. If this report contains information that you

or your contractors

believe to be proprietary,

you must apply in writing

to this office, within twenty days of your receipt of this letter, to

withhold such information from public disclosure.

The application must

include

a full statement of the reasons for which the information is

considered proprietary,

and should be prepared

so that proprietary

information identified in the application is contained in an enclosure

to the application.

We will gladly discuss

any questions

you have concerning this inspection.
