This letter is in reference to your letter of July 23, 1980, in which you raised concerns regarding the Health Physics Network (HPN).
Our responses to your comments. are as follows:
1.
The current purpose of the HPN is to provide for the transmission of Health Physics information during routine operations, abnormal occurrences and emergencies.
The HPN will be activated by NRC personnel.
It may not be activated by non-government employees at any time unless both the ENS and commercial telephone lines are out of service.

Licensees are responsible to ensure that accurate information is transmitted over the proper network.
The HPN is to be used pri-marily for the transmission of health physics information, while plant operating parameters are to be discussed over the ENS.
Therefore, conflicting information should not be given over the two systems.
3.
It is possible that information will be transmitted to the NRC without the knowledge of plant management.
It is our opinion that licensee management has the responsibility of preventing unauthorized communications and of preparing a procedure, and so training personnel, to ensure that all communications are cleared by plant management and/or brought to the attention of plant management.
All instructions or recommendations made by the NRC during an abnormal occurrence or emergency will be made to a member of the plant management staff.

ht this time there is no procedure for routine testing of the HPH; however, it is used by the resident inspectors and aeaibers of the regional staff on an inforaa1 basis.

During an incident, initial notification of the incident 9d.ll be aade by the EHS.
Both the regional office and the Washington office have the ability to override any conversation taktng piece on the HPH, thus clearing it for eaergency communications.
This feature is described ia the insert to the letter dated March 20, l980 hfter initial notification of the event, the KtC willoverride any conversations tcdcing place as necessary to free the HPH for its intended use.
