Dear Mr. Dolan:

As part of an ongoing effort to evaluate containment structures, we have selected the D. C. Cook Huclear Power Plant as representative of the ice condenser design.

Our evaluation is to determine the ultimate strength capacities of the containment and internal structures to resist the loads caused by the hydrogen burning in addition to other design loads.

To assist us in our evaluation, we request that our consultant.

Mr. Gunnar

Harstead, and the HRC representative, Mr. Frank Rinaldi, be permitted to meet with the appropriate personnel of American Electric Power Service Corporation (AEPSC) to obtain the following information:

1.

Containment liner drawings and details in the cylinder and dome.

2.

Structural drawings and specs.

indicating reinforcement and concrete details in the mat as well as the cylinder and dome.

3.

Details on interior structures and equipment as they relate to containment.

4.

Criteria for welding and inspection of the liner, including the leak rate acceptance limits.

Other information may be requested during this independent evaluation effort.

lte would expect this information to come from already available sources.

Should it be necessary for AEPSC to develop new information or data to support our requests, you should feel free to advise this office beforehand so that we can properly coordinate the request and assure that the new materials are pertinent and required for our evaluation.
