Docket Nos.

50-315 and 50-316 License Nos.

DPR-58 and DPR-74 Mr. J.

G. Keppler, Regional Director U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region III 799 Roosevelt Road Glen Ellyn, IL 60137

Dear Mr. Keppler:

This letter provides the required response to the notice of violation attached as Appendix A to Mr. R. F.Heishman's letter dated February 16, 1980 and received on February 21, 1980.

The corrective actions taken in response to the item in the notice, classified as an infraction, follow:

CORRECTIVE ACTIONS The method for indication of receipt and review of Standing Orders by required personnel has been changed as of March 5, 1980.

Under the previous method, one.copy of the set of Standing Orders was maintained in each control room and in the Shift Operating Engineer's office.

Receipt and review. could be signified in any of the three copies.

Comparison of all three was required to verify review by all required personnel.

Under the new method, Standing Order Issue Sheets and Standing Order Review Shoets are issued to the Shift Operating Engineers.

Required personnel signify receipt or review on the sheet issued to the SOE for their shift.

The 'completed sheets are maintained in a file in the Operations Superintendent's office.

The new method is less cumbersome than the old method.

Each person must now initial and date a particular sheet, rather than any one of three sheets.

The responsibility for obtaining these review signatures is given to the Shift Operating Engineers.

The following actions, along with the above, will ensure com-pliance with PMI-2260:

1)

Standing Order Review Sheets were issued on March 5, 1980.

Those issued were completed by March 10, 1980.

2)

Standing Order Review Sheets will be completed every six months.

3)

Standing Order Issue Sheets will be completed with each new or revised Standing Order.

Very truly yours, RSH:em R.
