The purpose of this letter is to request Technical Specification changes concerning the Auxiliary Feedwater System (AFS) in Units 1

and 2 of the D.C.

Cook Nuclear Plant.

These changes are in accordance with the system modifications being described in Amendment No. 84 to the FSAR.

Amendment No. 84 is being transmitted to you in a separate submittal (AEP:NRC:00176).

These Technical Specification changes are described below.

CHANGE NO.

1:

This change consists of the deletion of the footnote in Unit No.

2 Technical Specification No. 3/4.7.1.2 that the motor driven auxiliary feedwater pumps (MDAFP) are shared with Unit No.

1 and including sur-veillance requirements for 'the MDAFP's in Unit No. 2.

We are modifying our AFS to accomplish separation of the shared operation of the MDAFP's by installing an additional MDAFP in each Unit of the Cook Plant.

This facility modification is planned to be completed during the Unit 2 first refueling outage.

This modification will enhance the availability of both Units 1 and 2 of the Cook Plant by eliminating the dependence on equipment operability in the opposite unit.

Our modified AFS would only require one Unit to be shutdown when one of its'uxiliary feedwater pumps is inoperable for more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

This change proposes Technical Specifications for both Units 1 and 2

to reflect the train N battery system being installed in each Unit.

The turbine driven auxiliary feedwater pump (TDAFP) train is being con-verted from AC to DC power in accordance with Unit No.

2 license condition No. 3. K.

We are planning to make this modification to both Units 1

and 2

during the Unit 2 first refueling outage.

The AFS issafety-related and as such the train N battery performs a safety function.

Our proposed Technical Specifications for this new safety related battery are in accor-dance with the requirements of Mr. Don K. Davis'etter of December 7,1977.

The Bases for the train N battery are also revised to show that the Limiting Conditions of Operation are in accordance with the requirements of the AFS and that the Surveillance Requirements are in accordance with the requirements of the existing safety related station batteries.

A copy of the revised Technical Specification pages for Changes No.

1 and 2 are attached, with the revisions indicated by vertical lines in the right hand margin.

These modifications and request for Technical Speci-fication changes have been reviewed by the PNSRC and the required member-ship of the AEPSC NSDRC in accordance with our Technical Specifications.

The results of these reviews indicate that these Technical Specification changes do not constitute an unreviewed safety question as defined in 10 CFR 50.59 and will not adversely affect the health and safety of the public.

This r equest for Technical Specification changes is considered to be a Class III license amendment and in accordance with 10 CFR 170.22, a

check for $4,400.00 accompanies this submittal.

We also request the re-moval of Unit 2 license condition 3.K upon completion of your review of this Technical Specification change request.
