Dear Mr. Keppler:
This letter responds to Mr. J.
A. Hind' letter dated February 27, 1979 which requested additional information concerning the corrective action taken to preclude recurrence of the deficiency identified in his letter of January 12, 1979.
As stated in our response dated February 7,
- 1979, a "Temporary Sheet" was written to modify the Donald C.
Cook Nuclear Plant Special Nuclear Materials (SNM) Manual in order to clarify the instructions for the proper completion of Form NRC/DOE-742 so that the errors cited in the Notice of Violation would not recur.
Zn this letter, further details of this modification to the SNM Manual are given as requested.
This modification of the SNM Manual was done in accordance with Technical Specification 6.8.3 and consisted of the permanent addition of a section to Appendix C of the SNM Manual.
Appendix C is entitled "Instructions for the Completion of NRC/ERDA Forms".
This new section clarified two points.
One was that the subschedule attached to line 30 of the Form NRC/DOE-742 should contain the difference between the revised quantity and the previously submitted quantity.
The other was that weight corrections should be reported for the semiannual period during which the revised Form NRC/DOE-741 from the vendor is receivedi and not necessarily for the semiannual period during which the physical transaction occurred.
The SNM Manual, including Temporary Sheets, is available at the Plant for audit.
