INDIANA & IIÃlCHIGAIIIPDt/I/ER CDNPA0Y DONALD C. COOK NUCLEAR PLANT P.O. Box 458, Bridgman, Michigan 49106 March 7, 1979 Mr. J.G.

Keppler, Regional Director Office of Inspection and Enforcement United States Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, IL 60137 Operating License DPR-74 Docket No. 50-316 AEO No. 79-001/04X-0

Dear Mr. Keppler:

On February 27,

1979, a written report was sent to you describing an event which occurred at the Donald C.

Cook Nuclear Plant, Unit 2.

In that report it was stated that a Unit 2 safety valve on one Moisture Separator Reheater (MSR) lifted for no apparent rea'son, causing a possible unmonitored, release of Sodium-24 contaminated steam.

The safety valve on the MSR did relieve at 1655 hours0.0192 days
0.46 hours
0.00274 weeks
6.297275e-4 months
on February 24, 1979, and after unit load was dropped to lower the pressure in the MSR; the safety closed at 1730 hours0.02 days
0.481 hours
0.00286 weeks
6.58265e-4 months
on February 24, 1979.

A sample of the MSR drain was taken after the safety closed and was analyzed.

The results of this analysis indicated that the liquid concentration at this point was 2.2 x 10 6 uCi/CC Na-24.

By calculation, the actual release concentration was

1. 15 x 10-11 pCi/CC Na-24.

The applicable Technical Specification limit from 10CFR20 Appendix B Table II Column I for Na-24 in air to an unrestricted area is 5 x 10-~ pCi/CC.

The total release was 6.99 x 10-6 Ci at a rate which was 0.23 percent of'he Tech-nical Specification limit.

This occurrence had no effect on the health and safety of the public.

Sincerely, D.V. Shaller Plant Manager
