Dear Ms. Russell:

We would like to thank you for your submittal dated February 17, 1999, which provided the U.S.

Nuclear Regulatory Commission (NRC) the opportunity to participate in the preparation of an environmental impact statement (EIS), as either a contributor or cooperating agency, to assess the environmental impacts of construction of a transmission line originating from the Palo Verde N~GigSJ'g i&y d U&-

does not have a licensing activity related to this action (/.e., the Palo Verde Nuclear Generating Station has not asked the NRC for an amendment or exemption to a regulation).

Therefore, the NRC should not have a role in the development of the EIS. However, the NRC would like to review the draft document to assure that NRC's regulatory role is appropriately considered in the document.
