OBSERVATION OF COMBUSTION ENGINEERING OWNERS GROUP RESOURCE SHARING TASK FORCE MEETING

Dear Mr. Hesser:

On December 9-10, 1998, I observed, at your invitation, the Combustion Engineering Owners Group (GEOG) Resource Sharing Task Force Meeting, which was conducted in Litchfield Park, Arizona to discuss the results of two recently completed Safety System Functional Assessments (SSFAs) that were conducted by licensee personnel a'nd industry peers at Arkansas Nuclear One, Unit 2, and Calvert Cliffs in 1998. Additionally, I observed the task forces'SFA planning and Generic Assessment Procedure update discussions.

During the meeting, the task force discussed the possibility of receiving credit for conducting SSFAs in lieu of the NRC's core inspection in the engineering functional area.

I provided an overview of the NRC's current efforts to rebaseline the power reactor inspection program, with the goal of making it more risk informed. As a result of this discussion, it is my understanding that the task force willconsider providing written comments to the NRC relative to inspection credit for engineering inspections at the time that the proposed risk-informed baseline inspection program description becomes available for public comment.

Also, you requested that the NRC's Diagnostic Evaluation Team (DET) implementation guidance be provided to the GEOG task force as potentially useful background information in the task force's ongoing effort to further refine the GEOG SSFA guidance.

DET Manager's Handbook, and the Guidelines for Diagnostic Evaluation.
