1999 EMERGENCY PLAN EXERCISE OBJECTIVES AND EXTENT OF PLAY

Dear Mr. Seampn:

We have reviewed your letter dated December 3, 1998, and the enclosed objectives for the Palo Verde Nuclear Generating Station, Units 1, 2 and 3, 1999 emergency plan exercise scheduled for March 1999.

Based on our review, we determined that the exercise objectives are appropriate to meet emergency plan requirements.

We did note, however, that some of the objectives were vague and some of the simulated actions were not identified. Our comments and another concern were'iscussed with Mr. David Crozier, and other members of your staff, on JanuaIy 8,.1999.

Mr. Crozier provided satisfactory responses.

We contacted the Federal Emergency Management Agency (FEMA), Region IX, during our review. Mr. Richard Echavarria had no comments for us to relay to you.
