In Arizona Public Service Company's (APS) letter to the

NRC, 102-03294-WLS/AKK/GAM,dated March 24, 1995, APS committed to complete an assessment of severe accident management capabilities and to make any cost-effective, programmatic enhancements in accordance with the Nuclear Energy Institute (NEI) document NEI 91-04, Revision 1, "Severe Accident Issue Closure Guidelines".

This letter is to inform the NRC that APS has completed this assessment and has implemented the appropriate cost-effective programmatic enhancements to provide severe accident management capability.

Implementation of these enhancements included:

1) completing the Individual Plant Examination (IPE) and IPE for External

Events, 2) incorporation of the appropriate ABB-CE generic SAMG into PVNGS-specific procedures, 3) providing an interface between the PVNGS SAMG and the PVNGS Emergency
Plan, 4) incorporating the PVNGS SAMG into the appropriate training
programs, and 5) developing appropriate administrative controls for maintaining and evaluating the PVNGS SAMG program.
